According to the Government of Portugal, someone who takes visitors inside of national monuments must be a licensed guide and approved by the Portuguese tourism authority (Turismo de Portugal, I.P.).
All other sites of interest, museums, palaces, areas of historical and cultural importance and anyone who divulges information to a tour group is permitted to do so as long as they are a registered business, insured and not inside of a national monument. report error
